No Jailor in River Watch Keep

In River Watch Keep (N10) no jailor spawns even after multiple relog in single player mode. There are some places around campfires where NPCs, especially the Jailor, could spawn, but these are always empty. Something seems to be wrong there.
Maybe I have no luck witch RNG?

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:
