One way is q to target lock. Most the time I have to move my camera around a bit to make it show up. Moving it above me to look down on them works most often.
I tried. Nothing changes, the usual fixation point on the figure just appears and that’s it.
That’s why I used the term ‘decoration’ because there is nothing on these figures.

I don’t have anything like that. Just a white cursor dot on the figure, and that’s it, no matter how you turn it. That’s why 90% of the time I don’t even know who it is.
Do you have a console or PC?
That’s what we see on PlayStation… so it’s the console interface.

Makes me wonder what exactly @Teng is seeing now. 
running a mod or something? I’m so confused as to how he’s seeing different things.
I have mods on but it’s not them making me see it. I was one of the ones banned recently but my brother wasn’t so I spent time watching him play with the purges and bar. He plays SP with 0 mods and it was the same for him.
Maybe something in Teng’s game settings?

Between mods, settings, and bugs, it’s hard to tell what’s what anymore. 
Nothing special really. He sees a very boring picture.

Perhaps some mod is affecting it. I disabled a couple of them, the ones that were suspicious, but it didn’t help.
I finally found a way to find out who came to my tavern. I have the Xevyr ‘Damage Meter’ mod. And if I attack a visitor, then it shows me who has suffered what damage. This way I can find out the name. When this damage exceeds a certain value, the mod writes to me that I killed this NPC. Of course, this NPC does not fall under the table, but still sits and stares blankly at the beer mug 
Two Prowlers came today. The first one was unavailable for hire. Then the second one came and was available for 50 gold coins. Miracles.
I had a Captain come in for a drink but wasn’t for hire. Most of my t4 spotting are dancers so I got all excited only to just to say hi.
Yeah, I’ve bought a couple Prowlers that I set outside the tavern to lurk and ambush unwary patrons.

they come to your tavern and drink beer but then when u go visit them they charge at you right away… very immersive

Black hand captain or relic hunter captain? I’m assuming the former as I believe the relic hunter captain was removed from the game ages ago. Can’t even find her in the admin panel.
I find this a bit odd since Prowlers cannot be taken into slavery where they are found in the vanilla game.
It’s also strange that in my tavern on the Nub River you can meet NPCs from Siptah, such as Kraxus’s Stygians or the accursed Cimmerians.
