Northern Maelstrom doesn't spam many ambushes and doesn't get progressively harder

Originally it was believed all of the maelstrom had been severely reduced, but with player testing we have confirmed it is anywhere North of the Tower. Areas near the Rhinos, Elephants and south of Aslyum of the Outsiders. In the north, Ambushes happen every 3-5 minutes, only spawning 1-3 enemies, you can survive an entire maelstrom wandering around with only about 18-25 spawning. If you are south of the Tower, then spawns seem to be normal, increasing progressively as you survive.

Maelstrom has been neutered

So it seems all reports of it still working, are for Southern Maelstrom. and all reports of it not working are Northern Maelstrom. looks like it might be a bug.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

1. Go to North of the Tower, near elephants, Rhinos, or near Asylum of the Outsiders.
2. Fight in the Maelstrom
3. Enemies only spawn every 3-5 minutes
4. End malestrom with only 18-30 unstable
