After a server restart a few days ago on a private online server (Survivalservers hosted I think), NPCs are no longer spawning near player-built locations. The difference is now widespread- NPCs in camps (and the wilds) that used to spawn near some player bases are no longer there.
Example 1: Player structure inside the ruined rectangle building of Xel-Ha Docks (with the spiral tree to the roof). Last week, gorillas spawned all around it, on the docks, etc. This week, nothing within a solid 30s of light jogging.
Example 2: Summoning Place & Raiders Ridge. Both had NPCs spawn in them with player structures nearby, and now they don’t. (See images: https://imgur.com/a/pmjtGdF)
Example 3: Nordhof is gone, nothing spawns in it besides the “indestructible bits” that were listed in the patch (to help reduce server lag). There is a player structure near it, but that had been there for weeks before this issue happened (See image: https://imgur.com/qr2fmRU)
Other areas have the same missing spawn issues as well, and the linking thread is a new (or existing) player structure, almost like the despawn radius has increased ten-fold.
This server is more or less at defaults for most things. The last known change to me (and in discussions with the admin) was turning the Pet/Thrall Hunger system back on- Before this, the locations spawned normally. The admin doesn’t know of any settings to adjust the player structure despawn radius, and searching on my end has turned up nothing.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

1.0 is default. It does affect resources as well. The slider used to be there so you could adjust it yourself in-game, but it’s been missing for a bit (its a known bug, pretty sure its on Trello). The lowest the slider would let you go is .25, but you can go lower if you want resources to spawn right up against your walls and such.
For reference, if you have long-ish animals like several crocs outside your base, with the setting at 0.1 you will have rocks spawned through their tails.

That’s an excellent reference, easily understandable. I may do some testing to see if the boundary is centered on the base or defined by the edges, such as a porch.
Update here. I talked with the admin, and he adjusted some settings (LandClaimRadiusMultiplier is now at .4), and now most spots work again. We had to demo the pyramid (as shown in the OP images) to get the Summoning Place to respawn, but we’re still running into an issue where some other zones (Volcano & Jungle) have massive radii that aren’t spawning properly. We have player items near the obelisk, and the platform where the Devotees aren’t spawning at all.
I’ve managed to snap a copy of the current serversettings.ini file, which I’ll post. Everything looks normal enough (I’ve compared it to a default loadout), but something tells me that “CampsIgnoreLandclaim=False” should be set to true to fix the rest of our issues.
