Nudity settings have no effect. When Age of War Chapter 2 was released, server settings in single player were set to default, and ever since then, nudity has been stuck on none.
Update game to Age of War Chapter 2.
If you are in the game, first obtain admin rights under Server Settings → General, then scroll down until you see the server-side setting for nudity (yes, even a single-player game is running a server in the background). Then exit the Settings panel and bring it up again, go to Game Play and choose your nudity setting there.
Once you are done, you have returned to your desired nudity level.
