Once upon a time you could obtain perfected heavy padding from breaking down Cimmerian armor, is that path dead?
Is my ancient shriveled brain broken, but did PHP also drop from treasure/purge chests and dungeon chests?
The basic components are easy to get of course, just looking for some other path.

They do, as well as from 3skull animals occasionally. If you want several quick, do some Warmaker runs and check the mammoth room for chests.
Edit: also, yes. The dismantler no longer gets you paddings.
This one frequently finishes an unnamed City run with a dozen or so perfected heavy padding.
This is hitting all the bosses and grabbing the chests near them.
Echoing that Warmakers is a good dungeon to run for coming out with many (but bring something to carry all that weight, padding is very cumbersome.), in this one’s experience.
You can still get hardened leather from dismantling Cimmerian/Accursed armor. And it is common to get various regular and perfected padding from Skeletons. All the more reason to create a graveyard of broken bones, besides being a good way to level up thralls.
Animated skeletons… Not quite alive, not quite dead enough.
They do fall to the ground and lay there. Though I did mistake the CE skeles for Skyrim. Skyrim skeletons literally fall apart.
