I disagree with punishing players due to “lack of activity”.
Someone may have a decreased play time for many reasons that are personal or life events (Starting school, a new job, getting married, having a baby, …etc).
However, if they are violating the guidelines then go ahead and take pictures, videos, and submit a report on the infraction.
