It is currently not possible to make legendary armor repair kits with a T4 Temperwright with a hammer symbol. Tested on Tarris Leatherbinder and Ap the Dressmaker.

I have same problem. It doesn’t appear of table while there T4 true armorer
This is a known issue across all ports of the game. I play on PS and it’s the same. I’ve also seen it on Xbox topics, so you’re not alone, nor an isolated case. If you check the test live patch notes, it’s been incorporated into the chapter 2 update coming next month… supposedly…
