It would be helpful if you could provide any information that could help us determine if this is an issue or known situation. Are you playing single player, online on official servers or on private servers? Are you using any mods?
Also, Purges can spawn inside a base if it’s build in such a way or location in which there is no other way to access it.

That happens if you build in a way that the purge can’t reach any foundations without spawning inside. I thought it was intended against pillar bases and water forts.
I have only had this happen once, in a rather large structure firmly place on T2 foundations on the ground. Single player, local computer, previous to the latest hotfixes.
Subsequent purge spawns avoided the roof, where my map room is.
