The rewards/thralls/enemies from purges are not tied to location.
The old purge depended on where your base was, but the new one only depends on the purge level.

Iād go with the purge. Run level 7 to 9 purges back to back. The chances look rather good: 6.667%. That may seem low, but itās much, much higher than for lots of other specific thralls, and thereāre multiple cages per purge.
Iām 99% sure I got her from somewhere, but I donāt recall where from. May have been the purge.
To maximize the tavern chances: Put several taverns and lots - I mean LOTS - of benches in one place. Each seat can attract a tavern guest.
If you want to get creative, incorporate that into your base design. For example, I have an arena with four taverns and benches all around. An easier design is to put them in rows as in a church.
The chances to get her will be pretty low, to be honest. But Itās a matter of luck, and sometimes, one does get lucky. Today, I got Werk of the Lost Tribe from my tavern just as I needed a Shieldwright.

If it doesnāt have to be Syra specifically, but a nice looking lady thrall, may I recommend Colvric the Blade?

She looks great, has very good stats and quite a high spawn chance from level 5 purges, which donāt have the really nasty enemies yet.

Colvrik The Blade is tied for first among thrallable fighters at the moment. So yes if you get her from a Purge or a T4 Surge on Siptah then she is a keeper. Hits hard, and levels up fairly quick too.

To this i couldnāt be 100% sure. Most of the times i took a carrythroughstorms bearer was on my jungle purge bases of exile lands. For sure we donāt have the previous purge system that locations had the upper hand of what purge youāll get , yet in the same session i havenāt tried yet ,alone, to see what i will get from different locations.
It worth the try i guess, but it will be a painful and long research. I say alone, because when you play with others their seed affects the loot table.
So if @MENISTHETURK really wants to see something different his best bet is to ask someone else to join his purges before everything else . Then again lifting your purge base from the āeasy modeā and do it someplace else , would only give you more interest to play the endgame which is no other than absolute boredom on most of the survival games.
Thatās crazy. Level 7-9 purges slaves seem to be better. I donāt understand why, in level 10 purges, Iām getting dancers and fighters from the berserker zone. I hope i can get Colvrik The Blade and syrah today .

I stopped the laggy purges and found the cause of the problem. It seems that two foundation pieces I placed on the ground at the base entrance were blocking the passage.

Well, I hope youāll get Syra (and Colvric). I did three level 5 purges yesterday to test it, but had no luck. Hopefull, that used up some bad luck for you. 
I often have a empty jail it happen to you too ?
The cages can be empty, but that shouldnāt happen too often, no.

Thereās a problem. In a level 9 purge, I received Dalinsia, and sheās not on the listā¦.
I will try level 5 purge later. But in a low level purge getting a t4 slave is a Big challengeā¦
Level five pruges have given me Narsicca Farsight and Colvrik The Bllade, the former can get up to seven thousand vitality and Colvrik is tied for first as hardest hitting thralls with Kithis Fleshtearer, Eeri The Ravager and Daicas The Sharp.
And do you know how many life max sonja can get ?
Let me check some level twenty Sonjas.
Three Sonjaās at level twenty. One of them has the angry drunk perk, and her vitality was at 3500, the other two had no perks that subtract vitality and are at 4000 vitality and change.
Strangeā¦. i have one lvl15 5k life with only +3 life perk
That Sonja had very good stat rolls, esp. the Vitality is far above average for level 15 (or even 20). THatās a good thrall.
As RedLynx stated, Dalinsias usually reach 3500 to 4000 health. With luck and lots of Elixirs of Rebirth, 4500 or even 5000 are possible, but rare.
For most purposes, however, 3500 health is enough. Give them good armor and weapons, and they will smash faces.

Excellent!
Even with less life, she hits hard(er) and should be able to defeat pretty much anything.
