With the raid tiers - do you have to be flagged by completing the lower level raids to do the upper ones?
Not anymore. You can enter any raid you like without attunement.

You will typically have to complete a previous raid tier in order to get quests for the next tier though. But there’s nothing actually stopping you from doing any raid though.
