Almost 6 month past since the last age update, 1 of the most importante stuff in the bazaar was the new dog. 6 month and never appeared for purchasing, funcom free the dog!

Probably because the Corinthian Herding Dog was planned for the next Battle Pass, not the Bazaar.
There are several unreleased items that were supposed to go into the next Battle Pass, but since they cancelled the Battle Pass, they are now trapped in some kind of limbo until Funcom figures out what to do with them.

i dont think that, the dog was announced in the last stream, when battle pass was said that was removed

Yes, that cat and the dog were both intended to be in the Age of Heroes Battle Pass.
Some other items that were planned were a Corinthian Couch, Jade Statue of Ishtar, Luxurious Plate, Opulent Goblet, and a new variant of Vase of Gold Coins.

Are there any legal or contractual reasons why the items are not being thrown into the Black Lotus Bazaar because they were originally designed for a Battle Pass?

Probably not.
The stated reason for cancelling the Battle Pass was because it was taking away too many development resources and they would redirect those toward the base game instead. If Funcom is believed, then moving items from the Battle Pass to the Bazaar would be counter to their objectives.
The fact that those items weren’t thrown onto the Bazaar the first minute the Battle Pass was cancelled is a roadblock against those who are of the belief that Funcom is only interested in making more money.
I dont care if they just want money or not, i just want give my money to them and get my dog 
But these are supposedly done so the only factor here from public getting these are…optics?
