Correct, which is why I said that I agree with the spirit of the original post. I still want the items that are rare to the area you are in but also more meaningful items. Upon further clarification from op it seems to be more an issue with a chest having been previously, partially looted.
There is a chest in the volcano that I recall only ever giving me dried wood. I always thought it was a literal joke from Funcom XD

I remember those bugs and @CodeMage is spot on correct.
My own two cents about chests is that, when Funcom changes something, they always screw it up, so just leave them be as is.
I would hate to see the chests in the snake temple that I depend on so much for silver and gold get turned into seeds.
I would argue the source of the loot is not ‘high level’. The risk vs reward ratio here does not warrant ‘endgame’ loot.
It’s more a question of my inventory space and the ‘take all’ interaction being faster/easier - but perhaps that habit was indeed formed by how chests used to be bugged, as described above. A game as habitually janky as CE breeds strange habits for sure!

You know, we need more gold\silver\obsidian\hard steel\star metal lvl kind of stuff, i mean, at least some small piece of that. More high tier tools, foods, drinks, potions, i dont know, something usefull. Stones, twine, wood, bones, bark are everywhere in quantity of 10000000000.
Chests should contain more rewarding stuff, not basic which you can pick LITERALLY everywhere.
Steel, Brimstone, Elixirs, Thick Leather, Breathing Potion, and Steel tier weapons are all not level 1-10 items or materials. So to answer your question, no they are not level 1-10 junk.
Again I will say this, the ratio of risk vs reward doesn’t warrant better loot. Sure the stuff isn’t level 60 stuff. But the area in question isn’t level 60 either, the ease of getting items from those chests can easily be done at lower levels with little risk to the player.
If we’re talking the end of a Siptah Vault or decently high level dungeon. Then yeah that loot would be trash. But in those instances you DO receive materials like star metal, eldarium, alchemical base, Armor Scraps, and such.
If you want higher level loot from chests. Go to more dangerous and higher level areas. You’re not there yet.
Depending on how you play, steel, brimstone, thick leather, and even something as common as wood and stone will remain useful long after you’ve reached level 60. That’s also stuff you can get by casually strolling through Sepermeru - which is admittedly a level 60 area, but which isn’t really a life-threatening area unless you screw up.
I don’t expect to find chests full of Eldarium in places where no-one tries to stop me from looting their chests.

This is pretty much how it works.
- Along Noob river, iron bars are rare
- Around Sepermaru, iron and steel are plentiful
- In the mounds, iron is rare and steel is littered like glitter at a stripper convention
It’s similar with food. I get so many Lasting Feasts from the mounds, I don’t think I’ll ever need to make them.
Thats actually a good point to prove Siptah is pay to win DLC.
There should be equivalent items found on Exiled Lands, and on that map, the Volcano would rank up there with near end game.
