Like the title says I’m looking for the best build to level a fresh necro I’m a returning player but it’s been so long since I played I don’t remember much.
Are you really suggesting a returing player to powerlevel? That’s as lame as it can be! 
About the OP question, I’d recommend something like this, with caster pets, possibly Blood Arcanists.
