Hello there, so i was wondering what it means for the setting: canimportdirectlyfromsameserver option on gportal private servers. Any insight on this would be greatly appreciated!! 
At the moment, Funcom server transfers feature is turned off so that should not work for private servers as well to my assumption.
If you run mods, you can always add Amunets Server Transfer mod to your servers and set it up accordingly. I use it for all 5 of my servers. Works great.

canimportdirectlyfromsameserver means that you allow teleports from your server back to your server.
Normal teleport function is meant to teleport you from one server to another one. So you need 2 servers.
With this option enabled you can teleport within the same server. You teleport out of your server and right back into the same server again.
This option should not be activated if you want to run a pvp server, since you technically could load up your inventory with goods and then go into teleport que, which means that you have a bodyvault as long as you are stuck in the que.
