Bug Description: NPCs not spawning in same location as this link:Single Player -- NPCs still not spawning in large camps

many 3 skull npcs around the map are also not spawning in single player.

Expected Behavior: NPCs should be spawning in camps and around maps

Steps to Reproduce: turn on game, go to area in link:Single Player -- NPCs still not spawning in large camps & no npcs in the area such as the accursed npcs in the area connecting to the middle of the tower on the right side of the screenshot, etc.
