Anyone have any idea where this recipe or the thrall who makes it is? I realized they moved hyena armor recipe to a mannequin thing overlooking the pirate ship so I was wondering if anyone has seen something similar with the Skelios outfit.

I don’t think the recipe exists.
The Pippi mod allows you to edit a character’s recipes, listing all the available recipes whether the character has learned them or not. The available recipes include those of other mods and also official recipes not yet introduced in the game or that have been removed, such as three for specialist ammunition, two for pontoons, three for crossbows and a Jhebbal Sag religion.
Looking through the list, there is no recipe for Skelios Cultist armor.
