Does anyone know where or how to get the recipe on isle of siptah map

It might be available in the tower, trading fragments of power for recipes just like the Exiled Lands. Tablets themselves can also be found off of Pool of The Grey Ones enemies. Reanimated Silent Legion for example.
Go to the Pools, you will get plenty from the bosses
