Title says it all. What are the best things to use them on?
Not as much in Isle of Siptah vs. the Exiled lands. In the latter they are used to unlock recipes. There are a few weapon recipes that use a fragment of power, though.
As said above , on the Isle of Siptah ( which let’s remind is still in Early Access ) the power fragments may not have reached yet it’s full potential of use yet , but some of the receipes that you loot from vaults final chests ( the one with the SIGIL ) will need a power fragment in their crafting receipe ( like the battle spatula ) and some may request additional ressources not yet included on the Isle ( like all the venom ifused weapons which needs a sandstrom cat/demon beast gland that only exists on the exiles land at the moment )

A hint, wait and stockpile them. 
If you don’t want to wait, probably tablets of power are your best bet for now.

The Witchdoctor feat is obtainable on Siptah, making it possible to craft Undead Followers using fragments of power. Also, I just got Weapon Oils, which require fragments of power. There are recipes that drop that need them, but also require other unobtainable ingredients, like Sand Beast Bile Glands.
Btw, has anyone gotten the bile glands from a convergence trap?

Unfortunately, those same beast bile glands don’t drop in the convergence trap.
Yes, they are missing from Isle of Siptah completely. It’s hard to believe it’s been so long, I guess it keeps get pushed down the priority list.
I play single player and don’t like to cheat/abuse the admin panel, so I made myself a Pippi (addon) thespian quest for them.
I guess they are not on the priority list because siptah has quite some crafted eldarium poison weapons already. Pretty much every weapon class has a poison version in their delved recipes and most of the siptah gear is superior.
