Thrall won't craft armor they know how to make

Game mode: Singleplayer
Problem: Bug? | Performance?
Region: N America

Put a level 3 or 4 thrall into a regular armor bench, and he’ll craft racial armor.
Put the same thrall into an improved bench, and he won’t craft the epic armor unless YOU know how to craft the regular armor even though THEY know how to craft the regular armor.
This is a bug right?

Steps on how to reproduce issue:

  1. 100% happens everytime.
