I have tried everything and every option to knock out thralls but their knockout bar is not moving down. Please fix this error.

Are they all thralls or just some in a particular location? What map are you on?

If you’re on the Isle of Siptah then Black Hand faction is unthrallable now after the last update - it’s a known bug.
