For example, I changed my funcom-id and want to go to the server where I previously deleted the character. If I go to this server with a new funcom-id and create a character, the server administrator will be able to understand that I previously played on this server?

No, the server host would not be able to tell by looking at your Funcom ID.
Changing your ID is not something that can be done at will however, you’d need to ask customer support and provide a reason why it should be altered.
Your SteamID or EGS/Gamepass equivalent is still the same. So yes the server admin will know its you if they are watching for that sort of thing.
