the avatars are not yet on ps4/xbox because they come along with update 41, someone knows what is the content of update 41, thanks
IF you are talking about the latest patch, then the main items from the list are thrall balancing and Avatars returning. Most other stuff are bug fixes and tweaks. No dungeon or new content.

You can read some of the details included with Update 41 here in the Patch Notes thread. If you’re asking when Console will receive the update, only Funcom can answer that question.
