Yeah, ESO’s dungeons are instanced, but as far as the difficulty scaling is concerned, it’s not the dungeon that changes. Dungeons and in fact the entire game world of ESO is all the same level. Every zone, every enemy, every boss, all of it is max level. It’s the player that gets scaled up to match them. As you level up, this scaling is reduced, so the leveling process is more about unlocking new skills and upgrading your gear.

What this means is that you can enter a dungeon in a group with one max level player, one in the middle, and two that are nearly brand new and the dungeon difficulty is relatively the same for everyone. It also means that you can take your shiny new character and start questing in any zone you want. There is no “level 45-50” zone. It’s all level whatever zones.
