This is a huge bummer for me as a SP-only player and something that should be fairly easy to implement.
Is this feature even still on the cards? Do the devs have any official stance on this?

A reasonable compromise would even be a single extra slot for creative mode.

Can we use a memory stick as a backup?

The options for this are as follows:

If you have PS+, you backup one save to the cloud, and one to the USB drive, effectively giving your two characters to play. As long as you don’t screw up and overwrite the cloud save with your USB character.

You can use just one USB and a computer. Backup to USB, plug it into PC, copy backup folder to your PC drive or larger USB drive, tagged with character name/date. Then restore the latest folder for your other character, and copy it back to the PS4. This method allows you to have as many characters as you want, saving one folder per character for backup.

You can have one save per profile on your PS4. So just add more profiles to your PS4.
Right now I’ve got my main CrysisZephyr account where most of my gaming takes place. But I’ve also got a second PSN that I used to get PS+ for, to purchase a digital copy of Injustice 2 Legendary. So I can put a Conan save on that as well.
Add to that, my UK account for a third save. And I’m planning on adding an account this Sunday for another PS+ trial, to use in purchasing some Golden Week sales (DBXV2 Extra Pass, SAO Hollow Fragment, and Yugioh Legacy of the Duelist). So that’ll offer a fourth character.
It’s not a perfect solution. But it’s honestly better than the constant backup/restore from USB or PS+.
I’m on PC so swapping characters is relatively simple but I don’t think we should be forced to do that given it’s 2019 and the game can simply dump a new folder with a new database in it, the files are not huge or anything.

If I may toot my own horn, I made a tool (PC only but I understand that’s OPs platform of choice) that makes the process a fair bit simpler. Also allows you to share the same savegame between several characters if you so desire, something you cannot do with simple file swapping.
Um, not to be a negative Nelly but on the Xbox the only way I can have multiple save files is to create multiple xbox accounts or play on multiple servers. It would be nice to have multiple save game slots for the offline game at a minimum.

Curious, your software lets me see the name of a friend’s character who entered my game! 
It’s not my character, it’s just someone else who entered but I can see him in the list of characters. Can I delete him somehow? I tried removing his unconscious body in at least 10 ways but it didn’t work out, maybe your toolbox can!
Well that’s not terribly nice… After I ran your tool to just look at the interface, my character is gone, even though your tool still shows him in the char box.
When I hit continue on my SP menu, I get taken to character creation…
you have probably just deselected ‘your’ character as the active one?
Crisis averted, I managed to replace one of the auto-backups, lost just an hour of playtime. Not sure what happened in the toolbox.
Well that’s good, if you’d like I could take a look at your ‘corrupted’ save, try to figure it out? If you still have it that is. The toolbox has been out for nearly two years and I can count on one hand the number of bug reports I’ve gotten 
I’m afraid I nuked a few folders while swapping in and out of my full Save folder bakcups, so it’s probably not around.
Fair enough. Do let me know if you experience this - or any other - issues using the tool. Assuming you haven’t been turned off it completely - it’s been phenomenally stable otherwise so far. It never deletes anything, for the record, so odds are your character would have been recoverable.
