I can’t find the recipe for functional warpaints. There are only decorative now. Were functional warpaints removed from the game? When? I looked through 5 pages of patch notes, but I found no mention of it.

They are there. Just level locked.
Papyrus Scroll and a brush.
You need to select the warpaint feat for the decorative. Then at a certain level the feat at the ends of the warpaints will. Open. Those are the functional.
