Wheel of Pain being stopped if a thrall finishes training first

Wheel of Pain - When training thralls sometimes the wheel will stop training when 1 or more thralls finish and the others are not done yet.

Steps on how to reproduce issue:

  1. Build Wheel of Pain.
  2. Capture different tier thralls and place in wheel of pain.
  3. Start Wheel of Pain (tested with gruel and at least T3 taskmaster thrall on post)
  4. If a thrall finishes training first, the wheel will stop training the rest.
