How is it possible that after so many years of release this game is still so ridiculously full of bugs, bugs where the game crashes and the person dies because apparently the doll keeps walking until it falls into a ravine, or bugs where you are killing an NPC and suddenly the game crashes and the PC kills everyone, why is this game still active and being sold with so many problems?

Not sure what you are playing but have you tried Conan exiles?
I’ve played hours daily and never had those issues.

I play on PS4, and I have excellent internet, and this game is always buggy, maybe you don’t feel it because you’re in the US, but outside of there on the Latin American servers it’s practically unplayable, the PVP servers are better but the PVE servers are terrible

Your first problem. Game plays leaps and bounds better on PC.
Your second problem is the public servers, these suck for everyone. Cap might be 40 players but the servers start lagging at 10. And PVE is the worst, most people have no clue what a ToC is, they build like they own the server. Then you got hoarders that have amassed a ton of crap they are terrified to lose, but quit playing long ago.

No, the game is just as buggy in the US as it is outside of the US. But the game is also vastly more buggy on Consoles than it is on PC, that is a known fact. Furthermore, even on Playstation, it is far from a good experience on PS5, but on PS4… you are just self harming at this point. 
But some people like @stelagel or @Croms_Faithful might be able to help you more with the PS4 side of things (neither are US based either). Maybe they can give some tips for optimization? I play on PC so I cannot assist on that part.

Exactly sister , very correct.
My friend @MBdelgado we cannot stay optimistic on ps4 upgrades i believe anymore, although i totally support any wish for console gaming improvement, especially when it comes to Playstation. I am very confident that we will never get a ps5 version of the game too, although every other game has done it already on our console. I am pretty sure however that Dune will have a ps5 version at once and it makes me sad in a way.
I believe that you already play on performance mode, so one thing that may help your console to perform better is to delete your single player files.
While i was playing on ps4 after age of sorcery dropped i deleted my single player session and totally changed my playstyle to nomad. Unfortunately this console has humongous weakness to render and save information making your gaming experience more or less unplayable.
To every complain you make you have my total support since the game is still sold on ps4 version!
Ps. If you play on LATAM official servers you’ll get really bad gaming experience since most all of them are over builded and many players keep things that shouldn’t exist on servers anymore which making the situation very difficult.
