Alternatively…if they wanted to make them have a secondary utility they could be used like water orbs to put out fires. This would give them both utility as well as an offensive edge. It could be worth using them in raid situations.

I like to see fire arrows hit the person or target then when hit it I ignite into flames for like 2 seconds. While that happening the life bar goes down a bit.

Fire arrows are no longer in the game. Replaced with Steel arrows at level 30. The next tier is razor which come in at level 40.
Fire arrows are not explosive arrows. Grease, gas and such can be ignited. Grease arrows plus a fire orb or exploding arrow can achieve what you are looking for. Also the AoE can be quite impressive.
