Allows us to buy the game and get the full nudity we are looking for in a more preferential version of the game. Allow means of transferring DLC licsences to the new version and a discount for those who already own the game.

There would be one potential issue if this happen, it would most likely end up having similar online capabilities to the Australian version of Saints Row IV, meaning it can only be played online with other players running that particular version, as it would not be treated as the same version of the game as the US console version with only partial nudity.
It could perform like the UK version does with the US version of the game.
Agreeing with OP. Full nudity should be allowed via a US AO version. I mean, we can already see Boobs… Let’s just put it all out there.

You’re on console right? US console players have been annoyed about the nudity restriction since day one. Funcom would have to convince the ESRB to approve full nudity with an M rating. It’s unlikely funcom will put any energy into this.
You can import a Euro version of game as I did. Online character will transfer, single player won’t, neither will DLC as far as I know.
That or convince console manufacturers to allow AO games on their consoles. Either way it’s an uphill battle.
The problem with that is a lot of places outright refuse to sell AO rated stuff. So, goodbye all consoles (they don’t allow them); goodbye any places that might still sell it retail (yes, there is a retail version).
