So I’m playing on official server #3890 and I have been coming across massive bases that have 6 bars and some of the bases are despawning world bosses
The fore mentioned bases are clans that have not been on at all for a couple of weeks and am wondering what I could possibly do because I’m being lagged out and my game freezes to the point where I have to reload my game
Funcom stated a couple of years ago that building over world boss spawns was NOT against rules. You can probably search the forums here to find it and the associated screenshots.
As for the nature of the rest of the post, welcome to officials. People build gigantic “art projects” for bases, decorate them into oblivion, need those 6 bars, all just to be serial refreshers and never play the game again. 
My dear fellow exile, playstation 4 is not a console for this game years now , although it’s still on market as PlayStation 4 game.
Yes , every big structure will freeze you and destroy your online experience.
No , it’s not allowed for everyone to despawn world bosses, it’s allowed for some players only and this is a decision for costumer services to decide. To their free servers they can bypass each rule they have enforced, so if you are not a huge costumer of this game, i would suggest you not to challenge your luck .
Also there’s not a running report system like zendesk use to be, so reporting others may be a huge loss of time .
If you don’t like the server, change it .
