Can't connect to Dedicated Server from outside network

I have a friend who wants to play on my dedicated server with me but I can’t get him to connect from outside my network. To test connection I’ve been putting my game on a second network in my house and trying to connect the server on the other network on a separate system, but no matter what I do I can’t connect from outside the local network that the server is on. I have tried opening the NAT on the router, disabling and reenabling upnp, I have the correct ports forwarded to the correct address, I have passthroughs through the firewall and I even tried disabling it completely, I’m sure I’ve tried a couple other things but I can’t remember them right now. I use the dedicated server launcher and no matter what I try the test port accessibility is always red saying it timed out trying to connect, I’ve used portqryUI from the second network while the server is running and I can see the ports listening on the other system. I really have no idea where to go from here to try to get the connection through from outside the server network. can anyone think of anything else to try?

do you have antivirus/security software that protects your network?
might be that you have to open something up in that.
what you could also try (if you havent allready) is to open up tcp and udp ports in your router for
all ports conan needs.
Also give your pc that acts as the server a reserved dhcp ip adres if you did not allready.
You can do that with your router.
(maybe you gave it a fixed ip wich is also fine)

It’s not giving a IPv6 address, also isn’t giving a private address as far as I know. the address it gives is a 38.x.x.x address.

I also have both TCP and UDP forwarded, i’ve forwarded 7777, 7778, and 27015 are there any others that it needs that I don’t know of? I can’t find any kind of blocker on the router besides the normal access control for specified websites but there is nothing blocked there. I use a Nighthawk RAX54v2 router idk if it has other security settings that are hidden or not. I have not set a static IP but my router automatically gives the same IP to a device that reconnects to it, the only time it gets a new IP is if the router is reset.
