Bug Description:

Batlte Pass, Chapter 2 event prevents merchants from spawning at the Volcano camp location.

Bug Reproduction:

  1. Visit the Khitan camp inside the Volcano
  2. When the Witch Hunt event is active, you’ll notice that two merchant tents are empty, the merchants are missing (one of them is the one selling a Mad Prophet armor piece)
  3. Clear the Witch Hunt event between the camp and the Hierophant’s location
  4. Wait (10+ minutes)
  5. The Merchants respawn.

Expected behavior: Merchants should spawn without any interference from the event
