I have heard of this happening. I would imagine there’s a couple ways to do it as there will always be ppl who try and find the latest exploits. That being said are you not allowing new players on the server? It’s much more fun to allow people to build up and then go fight them. Don’t be cheesy
The forced transfers they are doing on the official servers allow you fill your entire inventory like you have the no encumbrance perk from my understanding. Maybe they were brought in via the forced transfer?
it’s a very easy exploit to transfer your a full body of loot right now. just think about it and you’ll figure it out.

I am not saying they are not cheating or glitching or what not. But you should be carefull to asume that they do if you do not have proper proof of it. That you saw them that day for the first time does not have to mean its their first stay on that server. Maybe they transfered stuff before during nighttime or with other toons. There are a lot of reason, why people try to stay hidden on pvp servers and do certain stuff at night.
Ofc its not forbidden to raid players that come to the server. But I wonder though. Just because they entered the server, do you had to stalk and then raid them? Do you do that with every new player on the server? Seems a rather toxic behavior to me, to just raid everyone immediately after entering the server. If you wanna play for yourself on a server, why don´t you rent a server and sit there alone all day long? I am sorry to say, but for me it makes no sense to want to play pvp but then do not let players settle down first before making a move.
