If it persists, I would suggest running a repair from the patcher.

It didn’t move with me but it did appear in other places but only when facing a certain direction.
But did seem to be covering the same area.
It only appeared in NYR, I’ve not had it anywhere else. (yet)
Is your view distance set to 0?
Yes it is, because i play on a toaster that has no graphics card - as you can probably tell from the gfx 
This is likely the issue then. I noticed this myself, I actually dont run the settings that low but i was experimenting with some things to prevent flicker bug from occuring in Occult Defense and noticed this visual glitch in NYR.
LOL I had the same thing when I put my graphics way down on a very laggy day.
