This happened on 12/13. My Nordheimer Fighter III reached level 10 and got the Deadeye perk (-3 strength, +5 accuracy). That seemed like a bummer to me, but didn’t know if it was just a luck of the draw thing. Then later on the same day my Cruaidh the Crusher and Katerina of the Wild Seas fighter thralls both finished their time on the wheel and came out with stats:
