Horse stable / Enemy landclaim

Problem: [Bug]
Region: [EU but could be other regions also. ]

I got 2 things
1.The decay timers that are still off (Saw that it was reported already)

  1. Why does a horse stable not count as landclaim?

Steps on how to reproduce issue:
1.place horse stable
2.let a enemy team put a foundation right next to it.
