Or do you? I have the expansion, but is there a way to move an existing character there, is it just another location to which you can travel from the Exiled Lands? Or do you have to start a new character there?

There were once served transfers, but they were somewhat… unstable.
Currently disabled.
As for Single Player, nope.

Characters are saved on the map file. New map means new character.

If you’re playing on steam and PC, there’s a mod for that.
Private servers that have the mod allow you to copy your character over, to other servers on their cluster.
The mod also works for single player, I use it.
Just search transfer on the workshop page in steam.

For single player you can simulate travel (if you can’t use mods). Create a new game on siptah. Don’t bother customizing the character. Just place it in the world. Exit to starting menu. Load your game on Exiled Lands. Pull the main menu, go to character and choose copy. Just follow the steps. Done. You have a clone of your character on Siptah. If you want to take a thrall, you need to copy before placing it in the world. Then just place it on both maps. They will have different stats though, but that’s a minor issue. The appearance will be the same. If you want to come back to the EL, just do the same proceeding.
A way to RP this is building the exact same boat with two clones of the same thrall as capitan, for instance. You can even have the same crew, with this process.
