I know, it bugs me too. I can’t believe they castrated such an awesome mission. It’s such a noobfest now. Bring back the original version of the mission, Funcom.

They said a chance from any action/sabotage, lairs, dungeons, scenarios, agent-chains, and challenges. The cost-of-magic may very well be a new challenge for a given agent, but that’s the exception, not the rule. Sounds like mostly it’ll be a random drop from a pool from the region that you’re in.
I don’t mind redoing the old content for some agents, just add the missions to the my monster farming routines lol, gives me something else to work on while I wait for season 2 as well.
I think the real answer goes something like this…
When a Mum Handler and a dad agent love each other very much then 9 days later a bee brings dossiers to the world!

So Hell Hath No Vacancy in Savage Coast was the first one I found an agent dossier on as a reward… it only gives you a CHANCE to get an agent dossier.
So far every Action/Sabotage Mission I have looked at has a CHANCE to reward an Agent Dossier…
Haven’t been able to log in yet, so I’m wondering, is there anything to indicate what agent or how many different agents may drop from one mission?
People also said you have change to get Agents from main mission, so those are agents we can’t get anymore (all of us who have already done all of them)…
Now we can only hope they are some basic ones u get from other quest…
I believe the way it is set up is that each zone has a pool of agents to draw from so all agents should still be available to get.

So far I am 0 for 4 getting agents from action/sabotage missions… 
Not everyone caught the link to the launcher, so just in case you missed it:
So far I have done 17 missions, 2 raids and 1 scenario and got nothing.
Regarding dungeons. I have run an E1 dungeon start to finish and none of the chests had a dossier on the loot table (the list of items on the left side). One of the non-final chests was rare and it didn’t have it on the loot table either. Possibly needs to be a rare final boss chest to even have a chance of dropping an agent.
