I want to create my own clan.I open the game menu, click the clan tab, and see an empty field.There is no line for entering the clan name.

On the Clan tab you just click next to Clan Roster and it should allow you to start typing a name. Once you have typed the name hit enter and your clan should be created. Short video demo below:

Happened to me before. Was fixed at server restart.

Thanks for sharing the video, that is very strange. At least you know that it is nothing that you are doing. I will try and see if I can reproduce the issue, but this looks like a bug. Maybe @Hugo or @Ignasi would have some insight.
Are you playing solo/coop, or connected to a server when you see the issue? If you are online, could you try doing the same thing in a singleplayer game to see if it has the same problem?
I usually play on different servers.Now I have started a single player game.The problem is present-it is impossible to create a clan.
Tried my best to reproduce your issue on my single player game with various setting changes, but I was unable to. Sorry that I was not able to help 
This is a rare problem,I only know two people who have it.I encountered this problem three years ago, but I usually play alone and it didn’t bother me.I have no idea what the reason might be.If I find a solution, I’ll let you know.

Hey so quick question are you on Xbox or ps4 if so I know this for a fact as I can’t do it on single player or online but in your settings for your preferences if certain ones are not set to full the game can block creating or joining clans across all games but will allow you to still play whereas some won’t allow access to certain parts such as functions for game items won’t let you mess with them unless you are on line if you on steam it can also do this but my steam account is only me as in no friends or heavy online games so I can’t help with those settings hope that helps
