If you are on a private server, ask the admin to switch the “culture” to “en”.
This fixed the problem for me.

This is occurring of Official Servers
This is currently a known issue unfortunately. We’re working to get this fixed as soon as we can so I apologize for any trouble with that currently. I have heard that it will sometimes complete if you craft and equip the sandstorm breathing mask. So see if that helps!

Interesting. I just got the sandstorm mask yesterday. I can’t say that worked for me.

Ah lame. :T Sorry to hear that. But it’s definitely something we’re aware of and will get fixed soon. I know how frustrating that can be.

i was not able to do this journey step on officiel server pvp 1060.
But i was able to to it on a private server (wiped 19-05-2018)
