It seems that the land claim radius has been increased to 16 foundations, which is quite significant. This change was likely implemented to prevent damage to your base from meteors of other players’ purges, as they can affect an area up to 8 foundations away (the previous radius).
However, this also means that many players who are living close to each other are now build blocked and can no longer edit their bases. 
Landclaim radius is a server setting. Which server are you playing on?
Its possible the server switched LandClaimRadiusMultiplier=1.000000 to LandClaimRadiusMultiplier=2.000000
You are correct, sorry I don’t know why my setting was set to 2.
Then the question is, would the meteor damage others building.
In theory the meteors would, but shouldn’t target them.
