And also make that they give perk abilities, like double jump, or immunity to poison.
There is one chest piece and a dagger with poison immunity already, but adding perks on them seems too op. This will lead for too much poweful builds.
Since many legendary armors provide a larger than normal attribute bonus, they effectively already do award perks. You just have to plan ahead and use them properly to take full advantage.
Looking at the newest dungeon in the game (Warmaker’s Sanctuary) it could be assumed that Funcom are going down this route. The Godbreaker and Champion sets give immunities and ‘perks’ which make them incredibly strong for example the Champion helm “periodically removes bleeding from the wearer” amongst other bonuses the set gives you and the Godbreaker set gives different bonus entirely.
