Why Maelstrom dont work in solo game?
Surge dont work to!

i try command admins and nothing.

Stop the client. Go in ServerSettings.ini:

\steamapps\common\Conan Exiles\ConanSandbox\Saved\Config\WindowsNoEditor

See if you have any storm settings in there. If you do, delete them all. The game will apply the default ones. Check if this solves the issue.

StormCooldown is at 1, meaning that surges have only 1 min to spawn which is not enough. Then you have a duplicate setting for weekend which should be 2359 instead of 0. I would suggest deleting these 3 and checking if this solves your issue:

StormCooldown=1.000000
StormTimeWeekdayEnd=0
StormTimeWeekendEnd=0
