I bought the pre-order bonus in sept 2017
I have the Conan’s Royal armor on my Steam DLC
However, it doesn’t show up in any armorer’s bench, and in the launch client it is not listed udner any DLC that I own.
Have you tried restarting the game, sometimes the game for whatever reason don’t updated the permission’s to use DLC
I have and did a server reboot as well
I think my main concern is the client launcher isnt recognizing the DLC itself from Steam
I can spawn them in admin mode, so it seems like I have the DLC, I just cant make them on the bench

Open up your bench and look for the tags in the left or right of the menu you might have it turned off.
Select none

Yea you can see all the DLCs that you can hide Conan’s armor is in special or something like that if you select none it should turn them all on.
Yea still nothing. I checked None, Special and Royal Armor
Bit of a longshot but you could also try the lower tier work stations like the standard or improved armorers bench, maybe see if you can see the non epic version.
And also check the level of Armoursmith you have working the workstation. If you try tier 1, then 2, 3, and finally 4/named, you will see different armour options. If in doubt, try it out.
