is this Whole zone Complete a while ago it was said they was going to ad stuff over time but that was indeed some time ago

There were likely some more things planned for the New Dawn zone, but right now it seems highly unlikely those will ever be finished or released.
They have joined the Puzzle Raid, Shrine Maiden NPC, and all the rest that never materialized.

They did.
They added the Gift Basket mission and the Unknown Agent from New Carthage
But that is a long time ago now
