The Chief in New Asguarth dosen’t seem to spawn anymore? Did they remove him/her or is this a bug? The change log for the last update was massive and I don’t doubt I may have missed a few things.
I recently acquired them in a raid, wasn’t sure what they did till I popped them on the armor bench.
Took me a little while to find this post, but I knew somebody had asked somewhere.
@Palm522, technically not gone. They have a single spawn point (that I can find, spawn point hunting is not an exact science), but they have a .5% chance to spawn in their designated area(s).

Just a smidge.
Is this something that might be addressed by a mod some day? Like one of the mods made by the person whose name implies to a multitude of firearms, for example?
Already have T4 thrall mods to increase their spawns, and yes, increasing chieftains will be one of many. Also despite what my name may imply, I revealed my gamertag origin story in the do you know your fellow exiles thread. 
Still there, just rare now. I’ve seen the Chieftain reasonable amount of time, about the same as what I’d expect from other T4’s except for Beri and the big gal to obtain Frost Giant pet.
