It worked for me, too. I switched the culture of the server from “de” to “en” (Client was still at “de”).
With the first light armor item, I got the journey entry.

The problem has been now clearly identified and it’s server side. The server language settings need to be the same as the client language.
Is this issue still under investigation ? Journeys are a key feature in this game.

I am playing on EU pvp server 1110 and using with english language from the start and the journey won’t work on whole server. So please fix this
Same problem here. Does anyone knows how to change server language in config files? I would make a try with the solution above, but I’m not at G-Portal, I don’t have such option on the server-panel (or I don’t know where it is). I read through the ServerConfig.ini but the only thing I found is a server region setting.

What language are the EU official servers set to?
EDIT: It’s showing the official server I’m playing on is in German, but I switched to German client, logged in, and the quest didn’t update for me.
Apparently, server has to be set to English.
probably some combination of armor / Language work aswell because the name is the same for both language for a specific piece.
But from what I saw on the different forums, if server is set to English + Client set to english it works 100% of the time.

I think the issue is that the journey system is generally glitchy; personally i have no problem with ‘equip light armor’ but i have two other journal steps that do not trigger: ‘throw orb’ and ‘earn a perk’. (single player)
The light armor bug is not random. It happens to EVERY server not set to english.
check yours with the link provided by ss1100, you’ll see a brit flag.
It’s single player so i don’t need to check, it is set to english.
Still, does that mean the ‘throw orb’ and ‘earn a perk’ bug happen on every server that is set to english?
I don’t think so. These 2 are not related.
I got both throw an orb and earn a perk without issue (German official server with English client though).
EU 1205 official. Originally played in English, changed languages (simplified Chinese, German. Also restarted game after changing). Still not able to complete the light armor journey step.
I’m hosting my own server and I can confirm: change culture to english and the bug is gone.
Again: change the CULTURE of your server to english, not the language. 
I play with English language. I heard a rumour from someone else who got this Journey step credited by equipping a Thrall Bearer’s Bearer Pack… could you look into whether you’ve incorrectly associated this journey step with the wrong Item IDs?
I just tried the bearer pack and it doesn’t work for me. I’m pretty sure they’re text-matching, not matching on ID, that’s the only real explanation for language ■■■■■■■■ things up.
