If a DLC about unlocking nudity levels is released separately on Steam, it will save a lot of trouble. As long as players switch regions themselves, they can obtain the complete game, and the game itself will not violate regional laws. Players will not give up the game because it has been castrated
When a player discovers that their purchase of a game is a castrated version, it is very unhappy. In this case, the player is likely to refund directly. If they do not discover it in a timely manner and cannot refund, the player may directly block the game or even the game manufacturer.

Ya know back in the day people thought downloading movies over torrents was ok too, till the cops knocked on their door.
People aught to know the rules and restrictions in their country and be aware they wont be getting full nudity. Or are you so young you didn’t know your country had these laws about nudity and thought you’d really be getting something.
How would that save what trouble? Your country would still restrict the DLC.
And threatening funcom is not going to change the laws in your country.

As for Nudity dlc as a separate dlc, it already is. It’s also region locked. Base game and dlc both have to be from the same region to function correctly afaik
I’ve never understood why it’s OK to chop off an NPC’s head in a game somewhere in the world, but there can’t be a naked woman…

I would ask have you tried to understand it by searching for the answers and pondering human nature along with the incredible machinations of the human mind that can, to quote some writer, make a heaven of hell and a hell of heaven?
The key to understanding is at least partially there in what you yourself wrote.
It’s a subject I find interesting should people want to have a sincere discussion about it.

Isn’t it possible to use a proxy or VPN in this case? As far as I understand, their use is not prohibited in democratic countries.

I may be late to the party, but this is a PC thread.
And the OP mentions “Steam”
The PC version on Steam is full nudity, here in the United States anyway.
So I wonder if maybe The Original Poster just doesn’t know you need to set nudity levels in TWO
places for it to work.
If you are playing on a Server then the Server must be set to Full to see nudity.
It’s the same if you are playing single player, your computer is acting like a server.
So nudity must be set here.
Then it need’s to also be set here.
