Secas the Smith Spawn can be blocked by player buildings

Secas has not spawned on our server in months because somebody built a bunch of foundations above him.

Steps on how to reproduce issue:

  1. Locate Secas the Smith in the volcano near Shrine of the Oracle
  2. Build a structure on the ledge above him
  3. Secas will never spawn.
